In order to improve CBET initiatives across the country,  the Ministry of Tourism, the Secretary of State for Vocational Training and Employment, and Secretary of State for the Support and Socio-Economic Promotion for Women. These organisations have supported CBET in enhancing human resource development through numerous vocational training initiatives, namely business skills training, basic accounting, hospitality, tour guiding, gastronomy, and so on.

In accordance with CBET programs in Timor-Leste, NGOs also play an important role in assisting CBET development with a range of programs including advocacy for responsible tourism (ecotourism), assisting local communities in establishing new CBET initiatives in the area of accommodation, helping CBET in improving local crafts, and enhancing capacity building.
